60 means the tire profile height, expressed as a percentage, specifically it is the percentage ratio of width to height of the tire (e.g., 60% of 205 mm = profile height)
R or D means the type of tire construction. R stands for radial tire, D stands for diagonal tire.
16 means the rim diameter size, expressed in inches. It is worth noting that 1 inch is approximately equal to 2.54 cm.
